What is a System of Care?

In a System of Care…
Services should be determined by the needs of the child and family/caregiver not by a "one size fits all" menu
of services
A System of Care is a spectrum of
community based mental health and
other necessary services which are organized into a coordinated network to meet the
mutiple and changing needs of emotionally disturbed children and adolescents.
(Definition from GS 122)
The Core Values of a System of Care
The system of care should be child-centered and family-focused, with the needs of the child and family dictating the types and mix of services provided.
The system of care should be community based, with the focus of services, as well as management and decision making responsibility, resting at the community level.
The system of care should be culturally competent, with agencies, programs, and
services that are responsive to the cultural, racial and ethnic differences of
the populations they serve. (Stroud & Friedman, 1986, p18)
In a System of Care…
Services should be determined by the needs of the child and family/caregiver
not by a "one size fits all" menu of services.
Parents/caregivers are the experts on their child/youth. "Nothing about us without us" is
our motto.
The treatment plan is developed with and not for the child and family.
Service plans are strength based and use these unique strengths, values, attitudes and preferences of the child, family/caregiver and the community.
Families/caregivers own the plan because they have helped create the plan.
Services are cultural competent and individualized.
Every effort is made to serve the child and family/caregiver in the community.
Formal and informal resources are used. Child serving agencies share resources and create new resources.
Through a System of Care we believe that children and youth with serious emotional, behavioral, and/or mental health challenges can stay healthy, in home, in school and in the community.
