STARR Fatherhood Program
About the Program
The STARR (Start Talking About Rebuilding Relationships) Fatherhood Program is a family-centered initiative of North Carolina Families United that supports justice-involved fathers during their incarceration and as they prepare for successful reentry. Through evidence-based programming, family engagement, and reentry support, STARR helps fathers rebuild trust, strengthen parenting skills, and reconnect with their loved ones.
InsideOut Dad® Curriculum
At the heart of STARR is InsideOut Dad®, the nation’s leading evidence-based curriculum designed specifically for incarcerated fathers and developed by the National Fatherhood Initiative®. This program is proven to improve parenting attitudes, reduce recidivism, and strengthen family bonds from the inside out.
What We Offer

In-Facility Fatherhood Classes - Fathers complete 12 core sessions using InsideOut Dad®. These sessions help them explore their own family history, develop emotional awareness, improve communication, and build skills for positive parenting and reentry.

Family-Focused Support - Support is available for mothers, caregivers, children, and loved ones while the fathers are in group sessions. This includes curated community referrals, parenting handouts, and digital resource guides designed to promote healing, strengthen connection, and prepare the family for successful reunification.

Post-Release Services - Fathers receive continued support after release through case management check-ins, mentoring opportunities, and community referrals that encourage long-term stability and success.
